MOMSEI Mini-Workshop on Monsoon Onset Outlook

The proposed MOMSEI mini-workshop on monsoon onset outlook targets to promote the scientific discussion on the roadmap of monsoon onset prediction in MOMSEI framework.
The possible way forward for MOMSEI seasonal outlook is to develop the collaboration with some key regional centers or projects. Similarly, there are some discussions about the most feasible way to improve the hazards prediction in less developed SAR region (Webster, 2013). For example, APEC Climate Center (APCC, http://www.apcc21.net) is advancing towards the MME seasonal prediction. Regional Integrated Multi-hazard Early Warning System (RIMES, http://www.rimes.int) and Asian Disaster Preparedness Center (ADPC, www.adpc.net) have strong local concern and much experience with user-target service.
There are three sessions to be included into the agenda, including,
1) Survey of the monsoon seasonal outlook information
This session invites the speakers to review the availability (free and timely access from internet sources) of the monsoon seasonal outlook information from various national/regional/international bodies, particularly concerning its onset. Also the speakers from meteorology agencies are invited to introduce how this information is used in their operation and their requirements for further synthesis.
2) Roadmap to the feasible monsoon onset outlook over BoB
Intensive brainstorming is expected in this session. The discussion will be based on the review of MOMSEI capacity, possible partnership targeted on monsoon onset outlook, efficient way of information dissemination.
3) BoB Monsoon onset outlook in 2013 Information from various resources will be assembled, including the RAMA buoy data in BoB, MOMSEI buoy in Andaman Sea, satellite data, reanalysis data, and the numerical forecasting results from ECMWF/NCEP/APCC, to reach one outlook conclusion on the BoB monsoon onset date in 2013.
The anticipated outcomes from the mini-workshop include,
1) Proposal on the MOMSEI roadmap towards BoB Monsoon Onset Outlook
2) Summary Report The resulted Proposal on the MOMSEI roadmap towards BoB Monsoon Onset Outlook will be submitted to the MOMSEI Workshop in Oct. 2013, where it will be further discussed and agreed upon.
The MOMSEI mini-workshop on monsoon onset outlook will be conducted on Apr. 1, 2013, in Phuket, Thailand, with kind host by Phuket Marine Biological Center, Thailand.
